How is storage location determined

Mean customer ready to take the material but physically and in system material is not available? Is it any way to do delivery? I do not want any theoretical answers? If any coding is involved then explain in simple steps if it is simple only? I have been asked this question in a recent interview? This is most frequently asked question in almost in all interviews. So, I request you to provide solutions to above question as early as possible?

The business reason for that could be that the Order entry staff does not know where exactly the goods are stored during the creation of a sales order.
